Gutters and downspouts matter because their discharge becomes part of the site’s drainage. A gutter can be present yet still send water to an unsuitable location. The practical check is to follow roof runoff from collection to its final destination.

Observe from the ground or another safe location. Do not climb during rain to investigate overflow. Record the problem and arrange qualified access where needed.

Find where overflow begins

Note whether water spills along an edge, at a corner, from a joint or near the downspout connection. Photograph staining, erosion or ponding below the location. Tell the provider whether the problem happens repeatedly or only under a particular observed condition.

DOE/PNNL’s gutter guidance addresses directing roof runoff away from foundations and keeping the discharge from returning. Use that purpose to judge the proposed repair, not merely whether a new gutter is installed. DOE/PNNL: Gutters and Downspouts (2021)

Inspect the destination

A downspout ending beyond the immediate wall can still discharge into a low area that returns water toward the building. Trace the surface route, noting paving, beds and fences. Ask what happens after water leaves the extension.

OSU Extension treats grading and drainage together. That supports looking beyond the pipe end to the receiving landscape and outlet conditions. OSU Extension: Addressing Drainage Issues in the Urban Landscape (2020)

Avoid choosing an extension length from a generic article as if it guarantees success or satisfies every local requirement. Ask the provider to explain the route for the actual site.

Identify buried connections

If a downspout disappears underground, ask whether the destination is known and how condition will be checked. Do not connect new roof runoff to an unidentified pipe simply because it is convenient.

Request a drawing labeling what is retained and what is replaced. Have the proposal explain maintenance access and who restores landscaping or paving if investigation is needed.

Match the repair to the observed problem

Cleaning, repairing a connection, altering conveyance and changing site drainage are different scopes. Ask the provider to identify which fault was found and what the proposed work changes.

If a gutter replacement is recommended, request the relevant product and installation details and the basis for the layout. If the problem is downstream, ask why replacing collection alone is expected to help. Compare proposals using the same water route.

Plan routine care safely

Keep a schedule based on the property’s actual debris and observed performance rather than a guarantee that a particular number of cleanings is always enough. Arrange help for high or unsafe access. Record recurring blockage locations.

Before freezing weather, ask about any known trapped water or damaged connections. After storms, check accessible outlets for displacement or obstruction. Note changes made by landscaping or paving crews that could affect discharge.

Know when foundation assessment is separate

Improving roof runoff does not establish the condition of a cracked wall or sloping floor. If building symptoms are new or changing, provide the drainage history to the evaluator and ask whether further inspection is needed.

Retain the roof-drainage scope and final outlet plan. They help a future inspector understand what water-management work was performed and when.

Frequently Asked Questions

Will new gutters fix existing foundation cracks?

Do not assume that outcome. Ask what caused the building symptom and whether separate assessment or repair is required.

Is an underground outlet automatically better?

It depends on the route, condition, discharge and maintenance. A concealed pipe should still have an identifiable purpose and destination.

Can I remove an extension to water a flower bed?

Discuss the landscape and drainage arrangement before redirecting runoff beside the house. Preserve a route that manages roof water appropriately.

See foundation repair or request an assessment.
